This circular was sent to all local government and administrations to compile and send the difference between Greenwich Mean Time and the Civil Time employed in various parts of India and her dependencies to Professor Milne, The Seismological Investigation Committee of the British Association.

The letter is from E. Maconochie, Under-Secretary to the Government of India, to Gilbert T. Walker, Meteorological Reporter to the Government of India, regarding authorisation on the book and periodical purchases. It states that the government of India has authorised the Director of Kodaikanal and Madras Observatories to purchase books and periodicals up to the limit of his budget grant.
