Thomas Starling was born on 24 December 1796. He was an engraver and map publisher. He was a Fellow of the Royal Geographical Society in 1833. He died in 1850.

The map shows the city plan of Liverpool, England, in 1836.b has an inset of the city plan, a view of Liverpool in the year 1729 and the black rock lighthouse at the top. And 15 pictures of Monuments at the bottom for comparison of the size of these buildings. It was engraved by T. Starling.
